This principle applies equally to political organisations and to Cabinet in particular. Prime ministers understand that changes have to be made in Cabinet personnel periodically, especially if the public is dissatisfied with public policy outcomes.
When this principle is applied to the current cabinet, it results in a depressing picture. There have been missteps and mistakes aplenty since May 2010, but they are now multiplying. And even if there were no quiet words of advice, the Prime Minister could have asked a discreet question given the widely circulated reports and the front page articles in the daily press.
At the very worst, it would have been extremely irresponsible and almost a dereliction of duty not to have considered the fact that intelligence services require the trust and confidence of its partner governments and institutions in a variety of ways. Ultimately, shared intelligence must reach to the desk of the Prime Minister through the person of the Minister of National Security. This could not be a comfortable thought if those supplying the information are aware that the Minister of National Security may be a person of interest to their own investigators.
This situation is bad enough, but is made incredibly worse by the number of similar events which preceded this latest development. Mr Warner resigned from FIFA to avoid any disciplinary action. And the matter of "gifts" to CFU representatives has gone unexplained, and it would appear uninvestigated, at least by local police. The Prime Minister was ignorant of the facts then too.
This is the same Minister Warner who uses parliamentary privilege to slander several citizens without producing a shred of evidence. But this is just the latest in a long line of gaffes for which he refuses to apologise and cannot be persuaded to either.
