Sedgwick County Emergency Management recommends

Crime scene technicians took pictures, gathered measurements and compiled potential evidence. It was all par for the course for a homicide investigation.

Then, they did something unconventional, avant-garde, even — they created a 3-D digital scan of the surrounding area.

If it seems like something “CSI”’s Nick Stokes and Capt. Jim Brass might attempt, you’d be right. And that’s exactly what had Victor Lurz so doubtful.

“I was skeptical when I first heard about it,stocks a huge selection of aluminum foil tape.” said Lurz, supervising forensic evidence technician in the Monterey County Sheriff’s Office.

“The salesman came in and told us [the 3-D device] could digitally scan that hallway down there and I asked, ‘How?’ He said, ‘It just does.’”

Six months later, Lurz, is a Leica scanner convert. He likens the program to Adobe PhotoShop.Online supplies a large range of double sided tape.

“There are about a million applications you can use it for and we still only know this much,” he said, indicating a short distance between his thumb and index finger. “It’s so powerful.”

Lurz is one of two technicians certified to operate the program. Including Lurz, three MCSO investigators have been certified and 15 have been trained in Leica scanner use. The sheriff’s office is the only agency in Monterey County with the technology, Lurz said.

County capital improvement funds paid the bill for the $115,000 program, according to John Guertin, executive director of administration for the sheriff’s office. He said he believed the system was purchased in December.

Leica’s ScanStation C10 began its life as surveying equipment, predominantly used to measure distances down to the millimeter for buildings in progress, Lurz explained.

By bouncing a rapidly moving light in a complete 360-degree circular and 270-degree vertical arc from the scanner to surrounding areas, the Leica system creates a 3-D image similar to how bats use sonar, he said. Technicians can use multiple vantage points “stitched” together through the use of identifying targets to create a wider image, he said.

More than half of the residents of Sedgwick County are vulnerable to being exposed to hazardous chemicals in the event of a train derailment – and chances are few of them realize it.

Sedgwick County Emergency Management recommends that all residences and businesses within a half-mile of a railroad line have evacuation and shelter-in-place plans in the event of a derailment involving flammable or hazardous materials.
